The Legal, Financial, and Administrative Services Agency is, as of the 1st of January 2009, responsible for a national function for procurement assistance and development. Our function has three main objectives:

  • to provide practical guidance and support to both public sector contracting authorities and businesses regarding public procurement. This is done by developing in-depth guidelines, practical tools and presenting the latest legislation, all published on our website www.upphandlingsstod.se,
  • to promote and accellerate the use of electronic procurement in Sweden and participate in the common European inititives and standardisation projects on this topic,
  • to develop and manage a national database for procurement notices for contracts applying to the Act on System of Choice in the Public Sector. This database can accessed on www.valfrihetswebben.se.

Aim

Our overriding aim is to contribute to an efficient public procurement process which empasizes quality, adheres to legislation and government policy and promotes market competetion. We create guidelines promoting the use of coherent procurement documents aiming to reduce the administrative burden for small businesses and lowering the treshhold for bidding for public contracts. We also aim to promote the development of an EU-wide interoperable public electronic procurement process.
